Are you a corporation in the U.S. sharing technology with a foreign national? Are you a university conducting research with foreign nationals? Then you could be exporting! Not all exports are physical commodities, nor must they physically leave the country to be classified as an export. These are classified as “deemed exports,” or transfers of controlled information and technical data to foreign nationals.
